The College At a Glance

Krishna Kanta Handique Govt. Sanskrit College (formerly named as “Assam Sanskrit College”) today is the sole premier institution of higher education imparting Sanskrit teaching and learning in Assam as well as in North-East India. Recently the college has been conferred with the National Assam Education Award, 2004 from CMAI, New Delhi, as the best college teaching Sanskrit in Assam. The Assam Sanskrit Education Committee, constituted by the Govt. of Assam in the year 1966 for examining the position of Sanskrit Education and for suggesting ways and means for improvement of Sanskrit learning in the state in general and for marketing recommendation towards the establishment of types of Sanskrit institution including higher institutes of learning research and training with syllabus and curriculum of studies for the purpose in particular. On the basis of this report the Govt. of Assam had been pleased, as a response to a long-standing demand of the public to start the present K.K.H. Govt. Sanskrit College in the year 1970 as a full-fledged Govt. educational institution. Eminent Sanskrit Scholar Dr. Dimbeswar Sarma was the founder principal of the college.

The college, envisaged as a full-fledged Arts College, was established under the direct management of the Govt. of Assam with a view to:

  • Give a proper direction on modern lines to the Sanskrit education in the state keeping in view the mode of working of the present upgraded tools and work out a cohesion between the Tol system and the modern system of Sanskrit education.
  • Endeavour to spread Sanskrit education in all strata of society irrespective of caste, creed and religion in the true secular sprit of the Indian constitution so that there be no inhibition of any kind, psychological, political or economical, in Sanskrit studies.
  • Elevate the standard of Sanskrit education in Assam so as to bring it at par with the rest of the country, and to bring about All India recognition to the Sanskrit degrees (Upadhis) conferred upon the students in the entire area.
  • Enable the student community to meet the future challenges with the Sanskrit literature, language, ethics, morals and allied vocational disciplines.

The college is affiliated to the Gauhati University and the university guides and controls all the academic policies and activities of the colleges. The said university confers the Sanskrit degrees which are recognised all over India. It receives regular grant from the Govt. of Assam. Besides, it also receives non-recurring grant from H.R.D. Govt. of India and Rashtriya Sanskrit Sansthan, New Delhi for various specific purposes.

This premier institution is the only one in entire North-East region offering formal Degree and Higher Secondary courses in Sanskrit. At present, this college imparting education for TDC classes (semester system) with major in different subjects of Sanskrit group and have been achieved good results under Gauhati University. From 2016-17, Higher Secondary courses have been started under Assam Higher Secondary Education Council instead of earlier Prag-Upadhi courses of Gauhati University. In last three years better result have been achieved by the students of Higher Secondary class and in this year 100% passed the HS Final Examination securing highest marks in Advance Sanskrit.

COURSES OF STUDY:

B.A. SANSKRIT (T.D.C.) COURSE (Semester System)

The Courses of studies are prepared by Gauhati University in conformity with the standards of the general disciplines. Number of Seats are - 50. Conforming to the national pattern of education the college has been implementing CBCS from the current session. Accordingly, it offers the following Courses of study.

HIGHER SECONDARY COURSE: (Arts Stream)


Conforming to the national pattern of education the college has been implementing 10+2+3 system. Accordingly, the college offers the Higher Secondary Courses.
(i) Two-year Higher Secondary Course (under Assam Higher Secondary Education Council). Admission will be given purely on merit and is subject to the Assam Higher Secondary Education Council (AHSEC) regulations. Number of seats available are 100.
SUBJECTS OFFERED IN HIGHER SECONDARY COURSE (Arts):
Two core subjects:
1. English (compulsory)
2. MIL – The subjects under MIL include Assamese, Alt. English, Hindi, Bengali, Nepali and Bodo language.
3. Elective Subjects :
a) Sanskrit b) Advance Sanskrit c)History d) Education e) Political Science f) Logic & Philosophy g) Swadesh Adhayan h)Economics i) Adv. Assamese.
4. Environmental Education (In H.S. 1st year)

ADMISSION PROCEDURE FOR B.A. :

(i) Candidate who have passed the H.S. Examination from the Higher Secondary Education Council, Assam, passed 12th class examination from CBSE & passed the ‘Sastri’ Examination conducted by the “Assam Sanskrit Board” are eligible for admission to the B.A. (Sanskrit) Major.
(ii) Admission to the college is made strictly in order of merit and is governed by college admission rules.
(iii) Reservation of seats for student belonging to S.C., S.T., O.B.C., M.O.B.C., etc., will be according to the existing rule of Govt. of Assam.

ADMISSION PROCEDURE FOR H.S.:

(i) Candidate who have passed the H.S.L.C. Examination of the Board of Secondary Education, Assam, passed 10th class examination CBSE & passed the ‘Pravesika’ Examination conducted by the “Assam Sanskrit Board” are eligible for admission to the Higher Secondary Course.
(ii) Admission to the college is made strictly in order of merit and is governed by college admission rules.
(iii) Reservation of seats for student belonging to S.C., S.T., O.B.C., M.O.B.C., etc., will be according to the existing rule of Govt. of Assam.

GENERAL RULES:


Identity Card

Every student is issued an identity card at the time of admission. It is essential for every student to carry the identity card with his/her so that it can be produced whenever necessary.

Attendance:

Attendance in classes is strictly compulsory. A student must attend not less that 75% of the lectures delivered in each subject to be eligible to appear in Examination. A student not fulfilling the above requirement will not be allowed to appear in the Examination. Students having less that 75% attendance will not be considered for scholarship.

Examination Rules:

1. All students must appear in all the examinations conducted by the College during an academic year. Sick bed will be provided to the sick students during all college examinations.
2. B.A.: In each semester students will have to appear two internal examinations. Each internal examination will be held immediately after 8 weeks of teaching. Every internal examination will carry 20% of the total marks of the paper.
3. A student not appearing in any subject in any examination shall be deemed to have secured ‘ZERO’ in that particular examination.
4. Re-admission of unsuccessful students will be governed by ‘College Admission Rules’. Expulsion from any examination will lead to the expulsion from the College. Class Examination for H.S.

MERIT SCHOLARSHIP AND STIPENDS:

Under the scheme of language promotion and development, the Govt. of Assam has provided scholarship to all students of this institution.

LIBRARY:

The College Library has a collection of more than 15,000 copies of texts, reference and general books covering a wide range of subjects. Out of them there is a collection of rare and valuable books. Besides, a large number of useful and valuable journals, magazines and newspapers are subscribed regularly for the use of students and teachers as well. The Rastriya Sanskrit Sansthan, New Delhi, contributes their latest edition of books regularly to the library free of cost. The library is open for college students and teachers only. There is a cell of Book Bank to provide the books for poor and meritorious students for the complete academic session.

VOCATIONAL COURSES:

The college has the following vocational courses. The courses are:
(i) Diploma in Yoga & Meditation (One Year).
(ii) PG Diploma in Yoga & Meditation (One Year).
(iii) Diploma in Jyotisha (One Year).
(iv) Diploma in Tantra (One Year).
(v) Certificate course in functional Sanskrit (One Year).
(vi) Career oriented courses under KKHSOU. Further the college is preparing for another vocational course on Diploma in Paurohitya (One Year).

MANUSCRIPT CONSERVATION CENTRE:

K.K. Handique Govt. Sanskrit College has a Manuscript Conservation Centre in collaboration with Heritage Conservation Society of Assam (HeCSA) under the National Mission for Manuscript (NMM), Govt. of India for conservation of our heritage Sanchi and Tulapat manuscript. His Excellency the Governor of Assam Prof. Jagdish Mukhi had inaugurated the Manuscript Conservation Centre on 8th December, 2018. The Hon’ble Education Minister Sri Siddhartha Bhattacharyya was the chief guest for that occasion. This was the historic inauguration of the first ever scientific conservation laboratory in North-East. We have got information about the large number of valuable Manuscripts in Sanskrit, Brajawali, Pali, Assamese and Sachitra written on various materials (Organic, Inorganic and Composite materials such as paper, cloth, palm leaves, birch bark, Sanchi pat, papyrus, parchment, leather, vellum metal, ivory etc.) in different parts of Assam and North East Region which at present are not scientifically restored and digitally preserved. Hence, the college authority have been collecting the different kind of manuscripts from Trusts, Satra, Namghar, Mandir etc. At present the centre has been running smoothly and different visitors come to see and observe the laboratory with keen interest.

CAREER COUNSELLING CELL:

The College has a career counselling Cell to prepare one to meet the further challenges. The Cell will help the students to select the right career option for their future life. It will also guide the students to prepare themselves for the various competitive examinations in the state as well as in the national level.

HOSTEL:

A Boys’ Hostel has been running in the college campus since the beginning of the college for the benefit of the students where the students from different corner have to stay. They donot have to pay seat rent for the same. Only the expenses for food is required. The college has proposed to the Govt. of Assam for separate Girls’ Hostel. Of course, the Girls’ hostel has been running under college authority management from the session 2014-15 in a rented house. PUBLICATION OF THE COLLEGE JOURNAL AND MAGAZINE: The college has been publishing a Research Journal namely “PRACHYAPRAJNA” from time to time since 1986 for the Research Scholars and teachers. Another college magazine ‘Prachyajyoti’ is one of the media of literary development and other potential of the students.

OTHER ACTIVITIES OF THE COLLEGE:

• The College organises various literary activities like debate competition, essay writing, story writing, poem writing, extempore speech, group discussion, seminar, etc. for developing communication skill. • The College organises sports & cultural activities during the academic session. • Besides these, the College has been organising the Inter College/ University level “Anandaram Barooah Sanskrit Debating Competition”, since 1975. • The College has been organising K.K. Handique Memorial Lecture. • The College organises different types of activities such as excursion, project, field study, meditation programme, yoga classes, etc. for developing life skill. • The College organises seminars, meetings, social service programme and invited resource persons for delivering lecture in the classroom for community orientation programme. • At the same time, the college organises various programme like flood relief, first-aid service, environmental awareness programme, adult education, child care etc. for development of social responsibilities. • Apart from these Sanskrit Divas, Raksha Bandhan, Sraswati Puja, Independence Day, Republic Day etc. are the related functions of the College.

STUDENTS’ UNION:

The K.K.H.G.S.C.S.U. is the general body of the students of the college. It’s membership is compulsory for every student admitted to the college. The office bearers of the Union are elected annually through the procedure of direct voting. The students’ union organises games and sports, debates, cultural and social activities among the students in time of college weeks that held annually.

ALLUMNI ASSOCIATION:

The college has a strong Allumni Association with the leadership of president, Sri Surjya Sarma Rtd. Teacher of Maligaon H.S. School and Sri Madan Sarma as the General Secretary. The Allumnis of this college have been achieved good position holding Professors of different Universities and Colleges, Administrative officers in different departments, reputed teachers of Schools and Tols and any other prestigious jobs. The well known Satradhikar Sri Jitendra Pradhani, who is also the president of Assam Satra Mahasabha was the student of first batch of this college. The present Allumni Association has played a tremendous role for the betterment of the college in near future.

COLLEGE DISCIPLINE:

A) The student admitted to the College must abide by all rules and regulations as prescribed by the College Authority. Violation of rules, unsatisfactory progress, irregular attendance, irregular clearance of college and hostel fees, showing discourtesy to the teachers and staff members in any form, adoption of unfair means during examination etc. are some of the offences which may make students liable for disciplinary action like termination of scholarship, non awards of college diploma or degrees, forced transfer and even expulsion from the college and hostel.
B) As per the UGC Guideline [No. F 1-16/2007 (CPP-II), April, 2009], all forms of ragging in hostels and the college campus are prohibited. Ragging is considered as a cognizable offence under the law of the land and ragging in all its forms is totally banned in the entire institution, including its departments, constituent units, all its premises) academic, residential sports, canteen etc) whether located within the campus or outside and in all means of transportation of students whether public or private. Punishable ingredients of Ragging are-
1) Abetment of ragging;
2) Criminal conspiracy to rag’
3) Unlawful assembly and rioting while ragging;
4) Public nuisance created during ragging;
5) Violation of decency and morals through ragging;
6) Injury to body, causing hurt;
7) Wrongful restraint;
8) Wrongful confinement;
9) Use of criminal force;
10) Assault as well as sexual offences;
11) Exportion;
12) Criminal trespass;
13) Offences against property;
14) Criminal intimidation;
15) Attempts to commit any or of the above mentioned offences against the victim(s),
16) Physically or psychological humiliation;
17) All other offences following from the definition of “Ragging”.
The College Authority has set up an empowered ‘Anti-Ragging Committee’. Following strong disciplinary action may be taken if any one is found to be involved directly or indirectly in ragging:
 Suspension from attending classes and academic privileges
 Withholding/withdraw in scholarship/fellowship and other benefits.
 Debarring from appearing in any test/examination or other evaluation process.
 Withholding results.
 Debarring from representing the institution in any regional, national or international meet, tournament, youth festival etc.
 Suspension/ Expulsion from the hostel.
 Cancellation of Admission.
 Rustication from the institution for period ranging from 1 to 2 years.
 Expulsion from the institution and consequent debarring from admission to any other institution for a specified period.
 Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the authority will resort to collective punishment.
C) Any form of sexual harassment may be reported to the College Authority by means of written complains to be filed in the ‘Sexual Harassment Complaint Box’, fitted near the cash counter of the College.
D) Student Societies and Associations shall be subject to such rules and regulations as the College Authority may prescribe from time to time.
E) Only those Societies and Associations recognized by the College Authority shall have the facilities of the College premises.
F) All powers of maintenance of discipline are vested with the Disciplinary committee and their decision shall be final in all such matters.
G) Mobile phone must be switched off over the plinth area of the College except in the Hostels.
H) Gossiping and loitering on the plinth area of the College is strictly prohibited.
I) Students must carry their Identity Cards on person while inside the College Campus.
J) Any violation of the Code of Conduct will invite strict disciplinary action extending up to expulsion from the College.
K) Student’s Travel Concession: Students are entitled to Travel concession by rail on their way home from the institution and back during vacation only.
L) Renewal of College Identity Card: College Identity Cards are issued annually. Old identity cards are to be surrendered at the end of each academic session for renewal. In case of loss of identity cards duplicate may be issued on payment of prescribed fees.

Krishna Kanta Handique Govt. Sanskrit College is a pioneer institution in North-East for learning Sanskrit literature and language. It is devoted to promote Sanskrit in the entire region and northern India. It has been striving hard to achieve target oriented result. It has already obtained ‘National Assam Education Award’ for best college teaching Sanskrit in Assam. The college emphasizes future employment opportunity and human resource development with potentiality.
